Seen a few attempt this - quite large sites too, but after adding 30 pages or so, it looked rubbish and was soon clear to me that this extra content wasn't what its searchers wanted. The bulk of its searches was the main education content eg: videos of students, training providers and unis - large adverts of course dates etc.
I can't see these authority sites being interested myself, unless you happen to own an authority site that matches that sector in the first place. This is about levels and status - some 25 page disco service website cannot compete with the traffic of a 20k page disco resource, so again why should the disco authority site deliver their traffic to you.
I get these silly SEO link approaches all the time - 185 emails yesterday! About 30 were link swaps from rediculous sites, wanting...... well its obvious what they were after - they didn't succeed because they weren't good enough - doh
On-site SEO content must be the right content - to attract social mentions/links in quantity.
